You can ask this to a web developer :)

its fully flash based. would cost higher and have very less seo impact.. i would suggest dont go for these kinda sites..

go for wordpress which is free and get some nice templates and which again is free :)

I don't get why would anyone like to build a site like this. It looks ugly! Anyway, this can be done with HTML5 because nobody uses flash these days.
 
Check the hire a freelancer section and request a quote, you'll get a realistic price for a similiar design.
 
There are some good web designers i work with on fiverr and price is excellent if you have a low budget.
 
These are classic flash templates which were "modern" few years ago. Similar themes you can purchase on templatemonster or similar sites for about $65.
 
Nobody can tell you right path here. coz its flash site so you should take help from google. it will be much helpful for you..
 
Check out wix html5 w/ flash elements. Your site looks lil outdated
