What happens to a W-8BEN tax form

Being a non-U.S. person and living outside the U.S. when joining a
U.S. Affiliate Program one needs to fill out the W-8BEN tax form.

My question is ..where dose this form and my information eventually end up?

It ends up in a bin at the affiliate. If the IRS ever ask who you are, they have to show it. Also when the affiliate does their taxes they show the forms so that they don't have to collect any extra taxes by showing you are a alien. Also, like everything else on the internet, they also end up at Google/NSA.
