This may be painfully obvious, for all I know, but it dawns on me...
They penalize sites for not being mobile friendly. This, even if the site was never intended for mobile devices. They test using information sent by Google's Chrome Browser from Google-made phones, from the percentage of users who consent to share the information from Google, such as how long it took the page to load.
Google is motivating webmasters to make websites friendly to phones that Google is in the business of selling. The better the UX on such phones, the more such phones Google will sell.
