what is the cost? how does it work?
I have seen descriptions but i fail to understand it.

A method of promotion like having somebody post an advertisement of you on their instagram profile. What is the cost ? Depends on the owner.
 
You pay someone with a bunch of followers to post something of yours "shouting out" so you get a ton of people seeing your post without having to have tons of followers of your own.
 
Basically it is the best way to reach a large audience. By having an account with a lot of followers post a picture of your choice and include your instagram handle in the description, people are going to see it and follow your account.

Accounts will often trade shoutouts where each account posts a picture and tells someone to follow the others account and vice versa.

Member since 2011 and asking what a shoutout is? Man and I thought I was behind haha.
 
When you purchase a shoutout on Instagram- you choose a picture and caption of your choice to either- gain your own following or to promote a product
 
Don't buy shout outs until you know the basics of how IG works.

Otherwise, you're just wasting money because there's a few sellers who make an account legit when 90% of their followers are fake/bots.
 
This is how an Instagram shoutout works:
You go to a busy place with a lot of people, like a busy street or a market.
You log into your Instagram account and drop your pants.
You point your smartphone high up in the air and you scream as loud as possible: "INSTAGRAAAAAM!!!"

That works!

appreciate helpful responses. thats what i thought it was
i was on a website where people were selling shoutouts ... but when i visited their profiles, i saw no 'shoutouts' ... and those profiles were top ranked on the shoutout website
