I came across this site. http://www.modonline.com/ and i kinda of like the browsing experience.

But i'm clueless on the platform that it was build upon. It doesn't seem like it's Flash-based

Any insight on this? and the cost for implementation? Can the wordpress produce the same result?

Not all sites are built on a platform. Looks like a custom AJAX (javascript-based) site to me.

Prices will definitely vary widely, but given the high page count, navigation system, and admin panel (they likely had one built, as they will need to add portfolio items and edit content), my firm would charge around $2k give or take.

WordPress can give the same result, but most of the AJAX plugins seem outdated, so you would either need to do some heavy digging or get a custom plugin made.

Would the coding of the plugins for wordpress cost much? Just working out the rough cost for this project implementation.

Provided that a design is already in place, plus the fact that you effectively eliminate backend development since it's on WordPress, I would roughly put it at about $300-400.
