It's what in the old days we'd call a PR 3 or 4 site. The scale goes to 10 and reaching 6 is the hardest part.

Relative. You can easily inflate DA/PA with shitty links(provided the Moz actually crawls them). Your focus should be: do I get the desirable ranking in Google?

Its a relative metric, just like PR (page rank) mentioned earlier. They are often used as a rough guide to how a site is doing overall, and while people both over and under hype their importance there is still value in them. Its like getting a check up at the doctor, maybe he doesn't see some hidden cancer (DA inflation to scam link sales) but generally its good to for him to say hey your pretty healthy.
Not a bad rating just keep building good quality links (and others if you prefer) and adding value to the visitors to your site.

DA and PA are 3rd party metrics that are used to try to GUESS how much authority a domain or page MIGHT have to Google. It is NOT an actual Google metric the way PR used to be (PR is dead). As such they are wildly inaccurate and very susceptible to being gamed. If you are domain shopping I suggest you look more at link profile and a site's history than sheer 3rd party metrics.

Also remember : there are hundreds of ranking factors. Hundreds. Your niche may not even require too many links to rank, if you get some social engagement and other signals, like a good and fast mobile site, you can rank for many long tails. So there's no rule about DA, PA, TF , DR or whatever ahrefs calls it or any other metric. These metrics are only a reference, they don't always correlate with rankings.
