What does the "url closed by webmaster" means in SAPE?

I also noticed that these are manual links which take forever to be placed. Anyone has any experience with them?

With most SAPE resellers this means that a new SAPE buyer can't choose that URL to drop a link on without permission. Some promise a maximum number of OBL's per URL and this is a way to manage it.

Things have changed recently though - they might now use this mechanism to show the site is closed as it has been discovered and penalized by Google. No idea about that - maybe they would have a different message for that.
