What does "Safe" in seo mean ? - Need help ranking low competition keyword

Hi guys !
I'm trying to rank 20 Keywords and all of the competitions is like this :

1. What is the competition of my keyword ? Is it easy ?
2. I'm trying to choose cheap and best seo linkbuilding/package here on BHW. Some say "Don't try to buy cheap links from fiverr" etc etc, what about in here (BHW Marketplace) ? Is it safe to buy $5 SEO Link building just because my KW is on low competition and I think it's not necessary to buy expensive package ?
3. Safe SEO means it doesn't get penalized after algo updates on google ? What if it get penalized or something ? Can I recover my website ?
4. Do you have any suggestion which SEO Service I should buy since my KW competition is low (I think :)) ?

You should increase keywords in your website and do SEO with more keywords to get high ranking in the google.
 
No such thing as 100% safe SEO.

There is a trade off between effectiveness and safety - with neither guaranteed. There are just things you can do to maximise one side or the other.
Churn and burn works just fine for those who like to live on the edge, it still makes a ton of cash.
I prefer what (others far smarter than mw) called "Blue Hat" (a term which started about the same time as BH and WH) which is the search for that thin line between effectiveness and safety.

bluehat? never heard that one before. Ive heard of grey hat which is the logical name for a mix of black and white.
 
Looks easy, but if its a new keyword, it may simply mean more links are yet to be discovered from other websites. Look at different metrics.
