it means collect url. Or the internet is a field and you go out and harvist(collect) urls from it

Usually its done to build a list of a common set of webpages that can be used by some automatic tools.

You could harvest URLs of Forums and exploit them via Xrumer for example

Another example would be you could load some keywords into a tool and find all the relevant URLs that pertained to those keywords. The result could then be used to post messages for backlinking or social media purposes.
