Using excessively keyword-filled or lengthy anchor text just for search engines.
Interlink with my own BLOG many pages.

Excessively keywords-filled what they are saying is in a page we should not use many exact matching anchor or totally we should not use exact match anchor.

that you should use exact match anchors sparingly ?

OP, unless I'm totally missing your question, your answer is "keyword density". If your anchors, title and headings all contain the same keywords, it'll get filtered out.
