What does Article 11 and 13 mean for Amazon Affiliates?

Just wondering how Article 11 and 13 in the EU will affect my website if the second vote goes through in July. Do I need to pay amazon to link to amazon? Do I need to update my cookies policies?

The law as written gives content writers the OPTION, not the requirement, to request a fee for quotes or links. This is not a tax paid to the government against the wishes of the content owner, this is an option that neither Amazon nor any other sane ecommerce site will make use of.

But this opinion goes against the common narrative of "this censorship will be the end of SEO", so I'm sure someone will be along shortly with the usual fear-mongering wharrgarbl.
