What does an affiliate program need for you to participate?

I'm trying to partner up with some affiliates. In order to do this I want to create a small affiliate program for revshare and PPL.
This leads to my questions.

What does an affiliate program need in your opinion?
Are monthly payments alright or do you need weekly payments?
Do you expect the creatives to be provided?
Which payment system would be acceptet for you? (most difficult part for me)
Do you expect a formal contract?
Would it be okay for you to start with a lower CPL which gets higher as soon I can judge the quality of the traffic? Or would it be better to stick to a CPL?

I would be very happy to hear your opinion on this.

Please also tell me what would prevent you from participating

When it pay weekly and in BTC

1. Payment terms. Weekly +3 or something.
2. Let me implement a tracking pixels in addition to the postback.
3. Be on it, I don't want to wait until the end of the billing cycle to find that you rejected 50% of my leads.
4. Let me do my shopping, or at least let the affiliate manager tell me a bit about some offers i might be interesten in before filling out a 14 page questioneer, submiting my ID, a 18 character password with uppercase letter, lowercase letter, a special character, dragon scale and a drop of blood from a virgin.

What does an affiliate program need in your opinion? - Security, regular payments, good offers, great technical support!
Are monthly payments alright or do you need weekly payments? - Monthly payments are just fine, however some people find it more helpful when they receive it on weekly basis.
Do you expect the creatives to be provided? - Best option is if you do it on your own, however anything helps.
Which payment system would be acceptet for you? (most difficult part for me) - Bank transfer, Wise, Revolut, Bitsafe, etc.
Do you expect a formal contract? - Getting a formal contract in my case would indicate you're directly employed, however, some sort of agreement is always needed.
Would it be okay for you to start with a lower CPL which gets higher as soon I can judge the quality of the traffic? Or would it be better to stick to a CPL? - It really depends on the affiliate program. I definitely wouldn't throw money into traffic which seems to be a waste, so testing is always needed.
