Can you tell me what a homepage or sitewide link might worth on a PR7 website having 4K+ backlinks in Google and about 60 K in Bing.

That depends on many factors including how many links are on the page, the category of the site/page, language and how much traffic the site gets. Do a google search for text link ads. They run a netword that brokers these kind of links all day long. You can find out from them what the current market value is.
