Meh.....I think all it's really saying is that these updates are more integrated now vs. huge hits to the SERPs. John Mueller's even commented on Panda being updating continuously in the past few months. I mean it's common sense that Google's getting smarter, their algorithm is getting more advanced (less loopholes) so a MAJORITY of people trying to do SEO are being forced to legitimize or it can hurt their businesses. Working for a legit SEO agency, you see how many businesses have no idea and have tanked their sites in the past just by doing what they thought was SEO. I think black hat is becoming way more niche so you'll have less and less sites that will get hit with subsequent updates.

That title is total link bait haha, Google will always make changes, I think just the percentage of site owners caught in those changes is just going down because it's "too hard" for them to constantly game.
