I would say that just with webs 2.0 is a footsprint. I would add some diversity to the first tier and of course... The articles will be spunned, well spunned or hand written?

The 1st tier web 2.0 all will be unique and niche related. What do you think about adding some edu and gov links as first tier?
 
If the .edu and .gov are not spammed for sure is Ok.
 
Yeah indeed it may work.. you may test and wait a few weeks to see how it goes.
 
well i have tried 100+ types of link tier strategies and i can say one thing that if you are using 301 redirects to web 2.0's (which have unique content) it will decrease the effect (link juice) although it is the best approach for authority site link building and you might need to throw some more 301 redirects on these web 2.0's btw you didnt mention your keyword competition
