no, by "phrase" because its looks like "sample keyword phrase"
by exact it has 49k searches

If you go for it or not depends on cpc.. If a niche has a CPC of $0.01 and weak competition.. would you go for it? or would you go for a niche with harder competition and a cpc of $1.00 ?
Both for example [1000 searches / month].

So if it's a low paying niche I wouldn't make me so much work by outranking those guys.. But @ a CPC of more than $3 that's another situation..
 
With good On-Page SEO optimization and EMD you can definitely do it.
 
If you only have $500 then I would say to pick a niche that you know you can outrank your competition.

But if you have $500 disposable each month then I'd say go for it.

Sometimes taking a chance can be very beneficial :)
 
Looks doable to me. Are you sure it's 110 EXACT searches?
