Rather than buying gmail accounts, for example, it would make sense to buy a software to create gmail. The software is free but you pay say 5 cents per gmail created.

Is this something worth doing? Many people just need 10-100 gmail accounts. They do not need to buy full software.
 
This is also known as SAAS (Software as a Service). You need to do your research and home work to see if it'd be worth developing out, if you believe there is a demand for this and that people would use it, go for it.

Isn't it just better to buy the number of accounts required, or to just make a one off payment to buy the software and make unlimited accounts?
The only people you might attract are those that just want 10-20 accounts, so will it be cost effective to create the software and then process payments for 0.5c and $1?
 
It's hard to say if it's a good or bad idea without knowing who you target or the stats. You could attract a lot of re-sellers, who might use your software to create accounts instead of doing it manually or using existing software, if the profit margin is high. Also you would need to consider the cost of maintenance and updates to the software.
