It really depends on what kind of site your building. Is it just a landing page or an authority site?
Since it's new just go with recent posts. It will look rather empty if there is just one optin page for email with little to nothing else. After you have more posts go with one of those magazine style themes so your site looks more authoritative.

Your home page should silo out into relevant pages. The home page tells search engines what are top level categories and pages and which are not.
So your home page should be designed to drive juice into internal pages.
To build a proper silo structure you'll need to design the home page links carefully.

Yeah Ofcourse recent news only top on homepage so only it is more friendly to users also.

I would go top most relevant/spotlight article at the top.
Smaller articles organised by categories if you have them or some smaller carousel type thing below
Then some sort of organisation by views - whats new, whats trending, whats the most popular.
Try that as a magazine type homepage.

It all comes down to your main goals of the website , if the site is just about news then give them fresh content. If the goal is to collect emails then collect them . At the end of the day you want to have a plan about the goal and the build generally before you launch. But best of luck on your website.
