This software is used to visualise and generate volumetric effects in real-time. Then you can export these effects in VBD format and use them is softwares like Blender to combine or integrate it with your projects.
You can create similar effects directly in the 3D animation softwares but those softwares are not as efficient or specialized for creating such effects.

It totally depends on your profession. You need a good hardware to create and render such effects. You can learn the software and contact indie film developers or game developers about your skills. You can also start a service for generating pre-made visuals. A lot of people don't have good computer so they cant simulate such effects on their machine. You can do this for them.
