My advice. You can take it slow. Try to make some money with the setup you have now...No proxys, no hosting. Use your IP (if you have dinamic ip it works for some time, use blogspot instead of paied hosting).
After you make 50-100$ go for private proxys ( you can buy 5 private proxys with 8-9$/month) and buy a universal domain ( to build landing pages on subdomains or install wordpress)and cheap but reliable hosting ( try to pay for 6 months minimum so you get it real cheap)
As for boosting a video, run enhanceviews bot non stop or/and vagex if you have account and after you get some cash try and test some other sources.
