i am looking to make a blog for cpa websites, and will later upgrade it when i make more money.

what is the best type of website to make that will:
give best income from CPA and is allowed by CPA?

There's no set "type"...you'll want to take a look at your niche and see what is working for your competitors and mimic it to get started. From there you'll want to track and split test your LP copy so you know what is and isn't converting for you.
 
i was kind of talking about which website to use for cpa
like movie, games, ebook etc

you have to come up with your own niche. Research what is working for others and such. Or go for something that could be rare but in demand. Use that search button, its going to help you a lot.
