What CPA program are these guys running?

Is this cloaked? their lander does not make any sense. They are paying lots
of ads money to run these offer.

I didn't see any locker etc, maybe they're monetizing as an affiliate rather than cpa. Their page looks like it has adsense on it, but I still don't see why they'd be running paid fb ads to it

Adsense pays high CPC, for cloud/scholarships and computing etc - they simply taking traffic from FB and monetizing with adsense, you may try the same it wont take time to copy the articles spins and giving it to test run.

It can actually pay for FB ads? Wouldn't it pay shit for third world countries that they are running ads in?

Thats because schools/universities targets for third world countries students who comes to their countries and take schooling from first world - As i can see in comments there are comments related to burma protest,thats indicates third world already.

What you can try, look for cheap traffic from these countries which cpcs are dirt cheap, and pushing it to Adsense traffic will worth
