Adscendmedia, Peerfly, Maxbounty. Those are some reputable network that comes to mind. Be careful though, as they don't accept blackhat traffic.

yes i can see why its so hard to get approved they never send you a confirmation email to confirm your application. been waitng for 3 hours now i signed up twice.

Peerfly. LeadsMarket is also ok. They only have financial offers and about 3 offers per month but they do pay. I use them for 1 offer which is how I make a ton of money.
