What comes after whitehat campaign?

Hey guys, hope you are doing well
Some of you are promoting very sensitive offers, like crypto or special nutra offers or something else. Its clear, that you need to use a cloaker for that, so far so good.
But i was wondering, how you will get the adcopy and keyword approved.
Do you simply create the adcopy related to your offer and hope it gets approved? Or do you run a whitehat campaign and change the adcopy/keyword after it gets impressions?

Im asking because i got the following problem. I can run any whitehat ads in adwords (even to my safepage), but if i try to promote the nutra offer, i get a manual review. The Keywords cant be flagged because alot of people are running ads for them. The landingpage have to be okay, because i can promote it whitehat without problems.

I guess, my question is overall:
How can i make the last step from a running whitehat campaign to a running main campaign? ^^

You got review because you made bug changes ( so high daly budget, too much ads, keywords in small time ). Think Like them, how they can catch blackhat? When someone warming account with whitehat ads for 20$ Daily budget, then add blackhat campaign for 100$. Do it slowly.

In the past i added Whitehat-Campaigns for 2-5$/day Budget. After 2-3 days i added the 2nd whitehat with 5-10$ Budget and with the safepage as final url (cloaking still deactivated). 2 Days later i changed the adcopy and keyword for the second Campaign. And then the manual review was triggered.
If I understand you correctly, I'll just let the second campaign run (whitehat) and create a third campaign targeted at the money keyword and adcopy right from the start, right?

- you need still use same domain ( only one from beginning )
- you should use less than 20 daily budget ( from my experience doesn't matter if its first budget 5 or 20 )
1. Campaign -> 2. Ad Group -> 3. Ads

1. Create campaign, WH adgroup ( white hat kw + ad )
2. In this campaign, I add second WH adgroup ( white hat kw + ad ) <- When first got clicks 3 - 5 days
3. In this campaign, I add third BH adgroup ( bh kw + ad ), after 2 days pause first two white hat, and let run just bh.
