It could very well be a wordpress theme.
even if this person isnt using wordpress, i know u can get a WP theme like that.
I checked the source code but did not see any indication of anything.
Here's what you could do; and I do this quite often myself when i see a nice looking website i think looks good --
send them a complimentary email saying :
"Hey (name of website),
My name is so and so and I am starting to become interested in web development. I came across your website and I think it has a very nice layout. I am curious, is it a custom built job or are you running a content management system such as wordpress or joomla?"
u know, something complimentary and polite. usually works.
