I found a keyword with a .com, .org, .net the stats for the keyword 4400 Local Searches (Exact) and $2.52 CPC. Is this considered micro niche, niche or what?

You can start this site as a micro niche and then keep on adding more long tail keywords articles to make it macro authority website.

Start off with a 1k article , if it does well add to it and rank for longtails

This is a great answer. Start small and succeed at that level. After that, you can scale up and go after bigger terms. There's little value in unsuccessfully trying to rank for the competitive terms right off the bat.

This keyword is very low comp the most backlinks on page one is a 100 the rest have 0

Start with 5 posts of 1k searches. And then build long tails until you get to 50 pages.

My suggestion would be start with long tail keywords. You will get very quick response and might get quick sales. Then add content for your primary keywords. Make it an authority site day by day; You will be always in the safest side. Good luck
