Install wordpress on it and Theme you like. ( You can Search MarketPlace too).
If you don't know wordpress, Google/Youtube is the Answer for you.
Select a niche and write some articles.
You can take a help from this PDF for selecting a Niche.

Asking what members here would do with $20 is not the right way to go. People have various strengths and weaknesses. What works for me may not work for you. Just like what works for you may not work for me.
Save that money. Spend time looking through the forum for various methods and pick an area you find interesting. Once you have found something you find interesting say for example niche sites like sagarmankar mentioned. Spend time finding all the relavant information avaliable freely on the Internet and design a game plan and use these together to create your method. Once you have a game plan then spend the money to get the ball rolling.

Here are some things I can do if I have a $20 bill.
Buy something in bulk or bundle like trash bags, hand towels, etc.
I can also put it aside like that to be a gift to my future self or just add it to my emergency fund.
I can even start a business like starting my own website.

buy a domain for 99c and host it on blogger. It's free and fast also very user-friendly with many great tools. (I don't use it btw)

If all you have to invest is $20, don't even spend that money.
Do some things that won't cost you anything like Youtube+CPS, Youtube+Clickbank, Facebook posting or something else.
