what can someone do with emails that are bought

like the emails people purchase in bulk

what are something things one can do with all these emails,, aren't most of them probably inactive??

One thing you could do is send out e-mails promoting something. The lists you buy often come with a basic niche ie, people interested in X or Y so this makes it easier to sell certain things.

Some e-mails are inactive but the best lists will have very few inactive e-mail addresses.
