You could get a domain with a godaddy coupon, cheap/free hosting and use one of the many methods on BHW to make money with a website.

I'm an amazon refunder kinda guy so small stuff probably won't do, But if you know anyway I can make a profitable site or something of that sort with 9$ Please let me know

First of all, learn to use the search function. Now that we have that out of the way...
1. Buy a good dropped or expired domain and use a GoDaddy Coupon for 0.99.
2. Buy cheap hosting.
3. Start building content to it.
4. Work for 6 months.
5. Make Money.
OR:
1. Build a Parasite
2. Buy a domain off of Godaddy with some links.
3. Spam blast the Domain.
4. 301 Domain to Parasite Page.
5. Make Money.
It is that easy.

First thing that comes to mind obviously is hosting+domain and honestly you can do a lot with that. I am pretty sure there are lots of other thing you can do as well, but I do not know those things. If you need more cash you can do fiverr gigs with no investment necessary.

Honestly, I'd go with the goodwill trip -> ebay. I'm a newb so I don't have much experience but it seems that starting out doing SEO can be a hit or a miss. I do have experience selling some stuff on eBay and Amazon. If stuff is in good enough condition and popular enough (a book for example) it'll sell for a reasonable price and you'll get a reasonable reward. I'd suggest going to Amazon for selling books if that's the route you go. Check out /r/flipping.

Books actually seem like a good idea, I'll look into that and I might even try to dropship with it and see how it goes since you can pay 2$ For a book and sell it for 7-8$
