What can i do about my hosting when they say this

Hi

I purchased some hosting a vps from a company,

All well and good, i paid for cpanel to be installed but it never turned up so i emailed their support 5 times, and guess what , no response.

I then said are you going to sort this out or I will have to do a charge back,

"They said, we dont accept charge backs"

If goto my bank they will investigate a charge back i raise anyway,they said they wont give me my money back and i wont get the service i have paid for.

Are they allowed to do this? I am pretty sure consumer law wont let them do that will it?

Anyway i will name the hosting company as i have the material to back up their responses if anyone wants it
