i come across them occasionally when im scraping through urls. they are domain names that look like proxies. for example
http://208.43.55.68
http://174.121.139.151
http://217.174.62.82

why do the domain names look like proxies?

This is honestly what all websites look like. When you go to google.com, you're really just going to an IP that looks just like that, but it's covered up by a domain name. It's just that google.com is much easier to remember than a bunch of numbers.
