What are the steps to get our website page rank high?

what is the first step when talking about getting our site into high pr?
 
You need do-follow backlinks from high PR webpages.
 
Get comment links from high pr pages and do blogroll trades with high pr sites.
 
Fresh and unique content and good deal of backlinks to high PR sites is the key to get high PR.

Backlinks are not the only answer to PR. There are tens of other things that need to be taken into account. People pretty much said it here though: Just keep creating unique content on a regular basis. Build some backlinks in a decent manner and you'll do just fine in the long run.

One thing you should know: PR is not the God of all metrics - there are several BETTER and MORE IMPORTANT things to follow. Yet, all that matters is how you rank, how much traffic you get and how much moolah you make. PR means squat. (You can find several PR0-3 site outranking site with PR5-9... in all niches)
