We know that we cannot rely on backlinks or other single ways to to SEO. The ranking of the page depends on many factors. There are many things we need to do.
However, I would like to know what are the most important factors when doing SEO?
So that we can do the most important things first.

I believe that links have lost a lot of importance and no longer have such a translation into the ranking as they used to, now what counts is high-quality content and core web vitals of the page.

Agree ! The Quality and Relevancy of the Content with User Experience also Plays a vital Role In Ranking

When a surfer clicks your page in SERPs you want to keep them on your site for as long as possible. Google can easily measure this, they just look at how long it takes the surfer to go back to the SERP and click another result.

high-quality content and good core web vitals obviously help a lot to keep surfers on your site longer.

Its why its better to spend your time/money improving your site, vs spending it on convoluted SEO schemes.

YES, The ranking depends on lot more factor.
Here is some factor that you have to be extra carefull when you doing it,
1. Keyword research, 2. Engaging and valuable Content 3. Keyword Optimization 4. Title and meta Description 5. Interlinking 6. Backlink 7, Page speed and Mobile Friendliness.
 
Publish high quality content with high search volume low competition keywords.
Effective internal links with speedy page load
Building high quality diversification of backlinks from increasing traffic site for a past months

1. High-quality content, core web vitals and user excperience do count a lot now. (including effective internal links and speedy page load)
2. These factors could influence the surfer's time (maybe and web's bounce-rate) on site, which is very easy for Google to measure it.
3. Still, a successful SEO project relies on many factors, including keyword research, backlinks, on page optimization, local SEO and so on. Maybe we should not ignore them.

The most important thing is Quality Content, On-page optimization, Backlinks, choosing the trending keyword....

Good UX
Proper content
Keyword research
Quality linking
 
Keep your website optimized, and target multiple relevant keywords (main, secondary/LSI) so it can grab good traffic while ranking, internal linking is another important thing.
 
Writing relevant and good quality content, doing a proper keyword research to find the suitable keywords, Focusing on On-Page optimization are also other factors to be concentrated on.
