Incentive offers are the offers that you can pay cash/points, or stuffs for people to do it.

Downloads are not incentives by default. Ask you AM and they will tell you what(if any) are incentive offers. Email submits can be incentives or not, it varies network-to-network.
Usually if the network allows incentives they have a separate category for it.

confirm with AM is the best way to know, even the same offer in different networks can be different.
