I think you should use the word press CMS platform. Because easy to maintain. Cost effective, SEO Friendly, No coding required, Responsive to all devices.

I think tumblr, wordpress, weebly, and blogspot are great - you will need to know how to make your links do follow if you really want the link juice to flow to your site.
wordpress is problematic for new sites, as whenever you add a link, or any link that looks like affiliate link, your site gets instantly banned - you will need to know how to bypass this.
tumblr has their own internal link forwarding mechanism, but there is a way to drop do follow links on their site.
