No, of course not. VPS = Virtual Private Server, it is hosted in Vultr's (or any other company) server farm.

A Domain is yearly subscription (you could pay for 1 year or more in advance).

I really suggest you start reading tutorials about starting your website, plenty of guides in youtube and google, because it seems you are kinda lost...
 
Namecheap has good support, it is good for newbies.
 
I am happy with QHoster.com - Their website is professional and straightforward; they report the facts clearly and intelligently.
 
Try to avoid hostgator, because of slowest hosting in the world, Alternatively you can use Namecheap.
Which is faster than the hostgator.
