What are the best ways Getting started with PTC sites

Hey guys, I'm from D.P, thought of visiting BlackHat for some dirty methods.

I have a PTC site, just launched it and I need to know what are the best ways to get started on the promotions etc.

I have very limited budget and I really don't want to waste any of it.
I need opinions on where do I have to spend, is it on buying traffics, guaranteed sign up. or advertising.

or probably give out some free offers?
