What are nice Tier 2 Links? Are it multipage Web 2.0, Blog Comments, Edus, cheap PBNs or maybe just Social Signals?

Well, it totally depends on your budget. The more you invest in them, the better the results will be. I've seen people investing 20$ per link as tier 2.
