the "best" is self hosted, means you need to get cheap hosting + domain (namecheap e.g.), 1-click install wordpress and then you can start. There are free alternatives like blogger or medium, if you don't want to spend money

The best platform would be the one that you create on your own since here you would have the most liberty to manage feature according to your own wishes and requirements and these kinds of sites usually have better performances and are much faster which influence both organic ranking and general user experience on the site. But, if something like this isn't an option since it can be a bit pricey, then WordPress is definitely the second-best choice for blogging purposes as it's simple, optimized, it allows you to work both on content and some SEO elements, and so on.
