Tools are not blackhat, it's the method that make any site blackhats or whitehat.
For example Ahrefs is used both by Blackhat and Whitehat. Blackhat people find blackhat people site and see how they build backlinks, and do that same. Whitehat people gather information from whitehat site and do the same.
Tools like auto comments are pure Blackhat tool, but now a days it's not working like a charm for SEO.

There's all different methods which are blackhat and you need to specify what types of tools you mean.
There's backlinking tools, indexing tools, scraping tools, etc etc.
