What are some ways to decrease bounce rate?

You also need to take into account that if people find what they're interested in on the first page they land on, they are very likely to navigate away, leaving you with a bounce, even though the website fulfilled its proper purpose to begin with. If that's your problem, and not that your website has an obtuse user interface, is slow or/and is uninteresting, you should probably think about ways to encourage users to interact with your website.

Wow... nobody suggested to build more niche-specific pages so that people land on a page that is actually ABOUT the keyword you're ranking for it? Thats A1 when it comes to killing bounce. Number two would be make sure load time is good. Backclickjacker-type and stuff like that I would never use.

However if people land on a page, find exactly what they want, and leave, wouldn't that count as a bounce technically?

You're going off the assumption that the pages aren't relevant to what the user is searching for.
 
Your traffic is obviously not targeted towards the correct audience.
