Websites which is from the same niche as yours, having huge traffic, socially share their content, and the author and site both have EEAT are the high-author sites for you. And if you get backlinks from these sites, then those links will be high authority links for you.

I usually think of high authority backlinks as link that come from well established sites in the same space. There isn't really a shortcut to get them. In my experience, they come naturally over time when the site has useful content and starts getting noticed.
