What are C Class Range and SEO Hosting?

Hi!

As I'm quite new at seo, my knowledge has a lot of holes. Today I received an email from LinkAuthority about some updates they've made and at the bottom was this piece of text:

Tips
- Please please try to stay away from SEO Hosting companies, as the sites we have seen getting deindexed tends to happen in batches, and these batches are when Google are attacking certain IP ranges. We believe they are doing reverse checks on IPs, because even we have been checking out a few and if you are using a shared SEO hosting IP or shared C Class range there is a HUGE footprint and running a reverse lookup can show 300+ sites in one go that are all usually part of some sort of network.

This raised some questions:
1) What is SEO Hosting and how does it differ from any other hosting.
2) What is a C Class range?

I would really appreciate someone explaining this.
