Here is my suggestion:
Directory submissions - Do it yourself, only to best directories because most of them are c**p and out of Google index. Try to get your site listed in DMOZ
Article directories - you can outsource some articles or do it yourself. Outsorcing will cost you 15 - 40 for ten articles, but the quality matters here. I always outsorce this part because I am not a native speaker as you can see
Profile pages - Outsource this because you really do not want to do this on your own. You can get 100+ profiles for cca. 20+
If your site is still young than I would stop here for some time and go slow with links. If it is already an established site than I would suggest linkwheel. Create some blogs and pages with unique content and link to your site. Link from blog one to blog two etc. but never create a circle. You can use sites like wordpress for blogs and free hostings with free domain names like 000webhost.
You can find here on BHW all that you will need (lists, outsource stuff etc.)
I do not know what are the benefits of microblogs if is any. Please write your opinion.
