So i am doing some researching and i cant seem to figure out what affiliate program this is. The part to enter all your details is in an i-frame but i dont know what program he is promoting. Any help here. Thanks.

Yes but LEC is just an affilate for whatever site is in the i-frame. LEC makes probably about $40 every signup and only pay their affiliates $15.

These guys spamming hard (the url you mention). I`ve seen some variation to it as well but definately the same guy.
