The best you could do is to read and learn. If you want to spend money on SEO and hire someone, try someone locally and make a custom order for you.

my first mistake was buying SEO crap without knowing what itself was. Educate yourself on SEO itself (on page, off page, techniques) then start implementing them. You most likely wont need to spend

when you order a fiver gig, you'd get what you pay for.
I'd suggest you browse the marketplace and read through the reviews, contact the seller and have a one on one consultation (most sellers offer that)
Hell, with all the info here you could learn a lot about SEO

Well, what are you hoping to achieve? If it's traffic you're after, you could try webtrafficgeeks or traffmagic. If it's general SEO, you'll want to hire a team from cheap locations.
