Download an android emulator on your PC (bluestacks works well) Once installed download the PayPal app from the app store. Login to your account and send your money. I have done this numerous times when I get that message on various accounts and it has always worked. After a couple of transfers and a week or so, you should be able to send money from your PC the normal way.

Thanks for sharing this tip. This should come in handy someday, I once had this same Paypal issue sometime last month. Doesn't look like PayPal fixed it yet.

If you're trying to buy and have shipped somewhere else, ask the seller first. Some will NOT ship to an unconfirmed or different address.

Try clearing all browser data, restarting your computer or changing browser. If these don't work then you need to wait for few hours, hope it will be solved.
