I saw an account a guy posting two videos then after 2-3 hours they got 3-4k views. After that he deleted them because they had low views. Now I check he posted the same videos again and they got 100k+ views in 2-3 hours. Is this to trick the algorithm if the videos don't go well you delete them and post again. He could be buying views and what not, but it seems legit.

Repeatedly deleting and reposting could send negative signals to the algorithm, suggesting the content isn't engaging or relevant. This could actually decrease visibility.

Posting and deleting videos repeatedly is actually trickish and suspicious and it may affect the Tiktok algorithm which may count against the poster.
