Many people with so called 'high stats' got banned from here for many reasons, but not for scam.
They thought their 'stats' allows them to act outside of forum rules. Even an old respected mod is one of them.
Your guy can scam 10-20 people at once, delete his account before disputes are raised and hope to come back later in few months to re-open his account. This is probably not possible, but he can try to do it. Nothing to lose. He still scammed 10-20 people (example) yet you believe you are the only one

Just tell everyone his username and give all the screenshots you got, here in this thread. Dispute won't go live if account was deleted, most likely. Let everybody know the footprint.
