Weird PPC Data In Affiliate Program Stats

I'm using PPC for the first time.

I notice inside my affiliate program stats that raws are around double the uniques. Is this normal? Or is the affiliate program screwing me. They also do not appear to be counting all the clicks. Adwords show more clicks than the affiliate program.
